　「・・・「鎌倉殿の13人」・・・体制は法などの裏付けがあるものでもなければ、13人という員数に意味があるわけでもない。源頼朝の遺言に則った体制というわけでもない。端的に言えば、頼朝が急死し、若い頼家が二代将軍となったことで、まだ将軍の仕事に慣れていない頼家のために、宿老（重臣）たちが自主的に設置した職と考えていいだろう。
　それゆえ欠員ができても補充されず、世襲されることもない。老いれば徐々に影が薄くなり、最後は辞表の提出もなくフェイドアウトしていくという何とも曖昧な職なのだ。
　しかも、これまで唱えられてきたような「宿老たちが頼家の決裁権を禁止した上で、政治を合議制で進めようとした」のではなく、「訴訟案件の取り次ぎを13人に限定した」体制というのが真相のようだ。つまりこの体制の創設が、必ずしも頼家と宿老たちが対立するきっかけとなったわけではないのだ。
　続いて13人の内訳だが、武士が北条時政・義時（江間小四郎）・三浦義澄・和田義盛・梶原景時・比企能員・安達盛長・足立遠元・八田知家の9人で、文士（文官）が中原親能・大江広元・三善康信・二階堂行政の４人になる。
　武士たちの本貫地で見ると、伊豆２人（時政・義時）、相模４人（義澄・義盛・景時・盛長）、武蔵２人（能員・遠元）、常陸１人（知家）となる。
　年齢は73歳の三浦義澄を筆頭に50代と60代が多く、まさに宿老と呼ぶにふさわしい構成になっている。しかし義時だけは、この制度がスタートした建久10年（1199）時点で37歳と格段に若い。」
