が、これが成立してしまうと英国や世界の自由主義はどうなっていくのでしょうか。
市民は開かれた社会の代償として、シュタージ(ほどひどくはないけども)みたいに国家による監視態勢に甘んじなければならない?
うーん、犯罪やテロ防止のための通信監視社会に反対するのは無責任なことなのだろうか。でも見ているサイトとかで内心まで監視されちゃうし…。

日本では、電話やメールについて、その中身まで含めて、米国を含むアングロサクソン諸国が共同運営するエシュロン(コラム#105、1281)で、盗聴・監視されている可能性があります。
英国を始めとするアングロサクソン諸国の当局の側から言うと、自国民に対して「だけ」はそれができないのが歯がゆくて仕方ないはずであり、中身抜きくらいは、公然と監視させてくれ、というのがこの動きの背景でしょう。
もう一つの背景としては、アングロサクソン諸国においては、有事においては当局は法(憲法ないし憲法的法律を含む)を無視できる、という考え方がある(コラム#384)ことです。
ですから、IRAテロの時だって、イスラム原理主義系のテロの時だって、短期的かつ地域限定的に、(恐らくは中身も含め、)当局は、盗聴・監視を繰り返し行ってきたはずです。
しかし、今後ともテロの脅威に恒常的に晒され続けるとすると、この種超法規的措置を法規化することを考えるのもまた自然なことです。
総選挙の後まで実施は先送りされるようだし、次期政権は保守党政権で、保守党はこの実施に反対しているので、お蔵入りの可能性が高いけれど、もう一発ロンドンで大規模テロが発生したら、英国民の世論も変わり、実施されることになるでしょうね。

Stanislaw Krajewski, a Warsaw mathematics professor and a Jewish community leader, is more nuanced. “Can you have moral equivalence between Hitler and Stalin? The German occupiers came here and wanted to kill Jews. The Soviets came and wanted to build a better society. But they used terror. Their aim was not to kill. That’s the main difference. But the outcome was not much different. So to say that Stalin was as bad as Hitler is not a problem.”・・・

米国筋がこの話を意図的に流しているとすると、仮にF-16を台湾に買わせた場合↑、台湾はこの戦闘機を制空用と爆撃用と両用に使うだろうから、その場合は制空用の米軍の在沖F-15の一部は撤退させるよ、という中共向けのシグナルってことかなあ。
