　「自衛隊は口頭で23区に（１）庁舎内に立ち入らせ、通信訓練を行う朝まで待機させてほしい（２）庁舎の駐車場を使わせてほしい（３）防災担当の職員に立ち会ってほしい－の３項目を要請していた。
　自衛隊の担当者は「区によって要請の中身は変えていない。お願いする立場なので強くは言わなかったし、文書は出さなかったが、確かに要請した」と話す。」

　防衛省を通さず、自衛隊が勝手に訓練したってこと？
　しかも、文書を残さずに。

　自衛隊＝防衛省、と基本的に考えていいので、両者を区別するのは間違い。
　いずれにせよ、この種訓練を部隊が行う場合、防衛省の内部部局の了承をを得なければならない。
　なお、この種調整を文書で行うか口頭で行うかは、ケースバイケース。

＞フォーリン・アフェアーズは外交・安全保障に関わる者の必読書、とおっしゃっているように聞こえるのですが、間違いないでしょうか。
　「フォーリン・アフェアーズは「米国の」外交・安全保障に関わる者の必読書」と言ってもいいかもしれませんね。
　ただし、米国人は、インテリ（安全保障・外交問題の学者を含む）を含めて、そのほとんどがひどい国際音痴ですからねえ。
　では、なんで英国の主要メディアだけでなく、米国の主要メディアも私がフォローしているのか？
　米国政府が世界で最も豊富に、世界の一次情報を収集整理しており、米国の主要メディアもかかる情報のおこぼれにあずかっているからです。
　（もちろん、現在でも、かろうじて米国は世界唯一の超大国ですから、そのような米国自身に係る情報を入手するためにも、そしてまた、そのような米国における実証的な人文社会科学の最新動向を把握するためにも、米国の主要メディアをフォローすることは不可欠です。）
　ただし、この一次情報を収集整理している米国の外交官や軍人や諜報要員達も、そのほとんどがひどい国際音痴ですから、彼らが集めた一次情報が捻じ曲げられた形で収集整理されていないか、常に注意する必要があります。
