　「独立」しても、米国と合邦しても徴兵制の理論的可能性、実施可能性がより増える、と考えていいでしょうね。
　さりとて、属国のままでも、（集団的自衛権同様、）憲法解釈変更による、徴兵制の理論的ないし実施可能性だってあるわけですが・・。

　そうだとすると、戦前日本の朝鮮半島・大陸進出（「侵略」）を考える上で、北海道開拓史は考察に値すると思うのですが、いかがでしょう？
　（単なる思い付きで、資料をお送りしようだの、持論を開陳しようだのといった意図はありません。念のため。）

　こいつは鋭いご指摘ですね。
　屯田兵制度は、明らかに対ロシア安全保障の観点から設けられたものであり、しかも、「兵村には、兵員から選挙で選ばれる兵村会が設けられた」（ウィキペディア上掲）という民主主義的様相を帯びていたことからすれば、まさに、横井小楠コンセンサスを体現した制度であったと言えそうです。
