　日本語は、原文とべじたん訳の違いは趣味の違い程度なので、原文のままでよろしいでしょう。
　elementsについては、恐らくmovementsを諸派と訳した後、原語を引用する際に、記憶違いで、この場合はほぼ同じ意味になるelementsと誤って記してしまったのだと思います。
　英文にあたってみたところ、movementsだったので、この点は、ご指摘通り訂正します。

であり、今、読み返してみると、原文も、べじたん訳も、どちらもいささか問題があり、結局、末尾の「テロ爆撃だ。」を「テロ爆撃のような出来事を。」に変えることにしたいと思います。

　私は、’game plan’は、一般に「ゲーム計画」と訳されていると思っていたのですが、ネットで調べてみたところ、どうやらそうではなさそうですね。
　さて、’game plan’の訳としては、クロスランゲージ 37分野専門語辞書によると、
計略; 策略; ゲーム・プラン; 作戦; 行動方針; 戦略; 計画
となっていますが、本来の意味は、『Wiktionary』 (UTC 版)によると、
Any strategy devised to reach a given objective.

なので、「作戦」よりは、「ゲーム・プラン」とそのまま「訳」すか、「行動方針」あたりがよろしいかと思います。
　で、「行動方針」にすることにしました。
