　決定的なのか、イデオロギー的バイアスを与える程度なのか、それとも、政府は政治的独立性を有しているのか？

必ずしも定かではありませんが、それぞれについて、簡単にお答えしたいと思います。
　まず、前者についてですが、「キャロル・キグリーは1966年に・・・『悲劇と希望』(Tragedy and Hope)を出版し、新世界秩序の世界像を書いている。キグリーはこの著書の中で各国の文明史・政治史を詳細に分析し、1648年以降のウェストファリア体制 (独立した主権国家同士による勢力均衡体制) を『悲劇』とし、＜英米＞を拠点とする国際金融資本による世界統治を『希望』として描いた」

わけですが、それが、『希望』の域に留まらず、米国において現実化している、という見解は、実証研究によって裏付けられているとは承知していない（上掲）ことから、陰謀論の一種であると断せざるをえず、私の与するところではありません。
　次に、後者についてですが、「大企業/富裕層」が米国を牛耳り、甚だしい所得・資産格差が生じているとして、「ウォール街を占拠せよ」が2011年に抗議運動の対象とした

ところ、これまた、私見では、陰謀論であって誤りであり、彼らは、抗議運動を行うのであれば、その対象を、米国の原理主義的資本主義、より根源的には米国の原理主義的キリスト教ないしリベラルキリスト教、にすべきだったと思うのです。
　ですから、お答えは、ご質問に関しては、米国政府は政治的独立性を有している、です。
